Editorial Policies

Aim and Scope

The peer-reviewed journal "Shagi / Steps" has been published since 2015 by the School of Advanced Studies in the Humanities at the Institute for Social Sciences of the Russian Presidential Academy of National Economy and Public Administration (RANEPA). The journal discusses topical problems of modern humanitarian knowledge, including ancient culture, Oriental studies, comparative linguistics, historical and cultural studies, cultural studies and social communication, and theoretical folklore studies. The editorial board of "Shagi" includes major Russian and foreign scholars in the fields of Russian and world literature, folklore, ethnography, anthropology, history, art history, and linguistics. Authors of the journal include respected researchers from various regions of Russia and other countries. Articles can be found in both Russian and English.

Mission

The journal’s mission is to disсuss current problems in contemporary humanities in such academic disciplines as Classical Studies, Oriental Studies, Comparative Linguistics, Historical and Cultural Studies, Social Communication, Theoretical Folklore Studies, Sociolinguistics. The journal also seeks to provide a tribune for wide-ranging discussions that extend far beyond the “craft” frameworks of the School’s laboratories and potentially cover the entirety of contemporary knowledge in the humanities (that is, history, philology, anthropology, cultural studies, art criticism, and philosophy). 

The journal publishes the findings of Russian and international research on a broad spectrum of topics, including the portrayal of historical and sociocultural processes in literary and other texts from various eras, discussions on the translation of terms and historical manuscripts and linguistic characteristics of texts.

The journal is targeted at scientists, researchers, lecturers, PhD students and students in humanitarian sciences, including historians, philologists, specialists in cultural studies and other spheres

Publication Types

The journal’s editors accept the following types of manuscripts for consideration: Original Article, Review Article, Book Review, Interview, Translation. Publication in the journal is possible in the following languages: Russian, English.

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

All submitted manuscripts are checked for their correspondence with the themes and formal requirements of the journal. All scientific articles submitted to the editorial office of the "Shagi / Steps" journal undergo mandatory one-sided anonymous "blind" reviewing (the authors of the manuscript do not know the reviewers). At the request of the reviewer, their name may be revealed to the author.

At least two independent experts are selected by the editors amongst those having previous experience in the subject area. Most papers are reviewed by two reviewers. A third reviewer may be invited in case the two previous reviews contradict each other. When choosing a reviewer, the editors are guided by the expertise of the reviewer and the absence of professional relationships between the author and the reviewer.

When submitting an article for review, authors may indicate a list of individuals with whom they have a conflict of interest, whether due to competition or collaboration. The editorial team will take this information into consideration when selecting reviewers to ensure impartiality and fairness in the review process.

Only manuscripts complying with the style sheet published on the journal’s website will be considered. There is no fee for review of a submission.

Expert evaluation of submitted articles goes through the following stages:

1. Preliminary consideration of submissions is carried out by the Editorial Team. At this point, the decision to reject a submission may be taken jointly by members of the Editorial Team responsible for the sections of the journal and by the Editor-in-Chief. A submission might be turned down if it does not fit within the range of core subjects featured in the journal, if its scholarly quality is judged inadequate or in case of incorrect borrowings. Upon receipt by the editorial office, the manuscript can be checked using the “Antiplagiat” / “iThenticate” services.In a case of incompatibility with the journal’s requirements, the Editorial Team will notify the author by email regarding the rejection of the submission. In some cases, the Editorial Team may propose that the author revise and resubmit the manuscript.

2. Expert evaluation is carried out on the basis of a single-blind peer review system (the reviewer’s name is concealed from the author). Reviews may be written in Russian or in English, and choice of format is left to the reviewer (see the guideline). In cases of significant differences in judgment between the reviewers and the Editorial Team, or if an author challenges a review in a substantive and professional manner, the Editorial Team arranges for a new review and takes into account opinions of all members of the Editorial Board. The Editorial Team notifies the author by email regarding their decision.

In evaluating a manuscript, reviewers are asked to bear in mind the following criteria:

  • the submission’s compatibility with the journal’s scope;
  • its theoretical and methodological adequacy;
  • the data sufficiency and reliability of its sources;
  • its analytical accuracy.

The review process is carried out in accordance with the Publication Ethics and Publication Malpractice Statement.

The following types of submissions are peer-reviewed: articles, short communications, including reports of expeditions. Other submissions, such as source publication, translations, conference reports, book reviews, obituaries, etc. usually are not peer-reviewed, although they are evaluated by the Editors.

Depending on the results of the review process, the Editors may make an initial decision to accept a manuscript for publication without revisions, to accept it subject to substantive revisions, or to reject it. Within two months of submitting a manuscript, the author receives a formal response regarding the possibility of publication in the journal; the author may also receive a list of revisions required for final acceptance for publication. If, for any reason, the review process takes more than two months, the author is sent an appropriate notification about the reasons for the delay with the opportunity to withdraw the article if necessary.A positive review is a necessary but not sufficient condition for publication. The editorial board makes the final decision.

3. If the decision is to accept subject to substantive revisions, the author is requested to make the necessary changes as quickly as possible and to resubmit. Usually, the revised manuscript will be seen by the original reviewers.

The final decision on the possibility of publishing the article is made by the editor-in-chief of the journal, guided by the opinion of the reviewers and members of the editorial board.

Once an article is accepted, it undergoes literary and scholarly editing. Once this process has been completed, the author receives a copy of the edited manuscript for review and authorization.

The author must confirm by email that the article may be published in the final edited form. Where multiple authors are involved, consent is given by the author charged with correspondence with the Editorial Team.

If a submitted manuscript is rejected, the Editorial Team provides the author with the reasons for this decision. However, the identity of the reviewers is kept confidential and full texts of the reviews are never sent to authors. If a manuscript is rejected at any stage of the process, the author is free to submit it to another journal.

The reasons for rejecting a manuscript are as follows:

  • plagiarism, uncovered by the reviewer or by the Editorial Team (without right to revise the manuscript);
  • the theme of the article is not connected to the scholarly specialization of the journal;
  • the author’s refusal to carry out technical revisions of correct the article, if it is not appropriately formatted;
  • the author’s refusal to revise the manuscript in accordance with the reviewers’ recommendations.

Publishing Ethics

The ethics statement for the journal Shagi / Steps is based on the Committee on Publication Ethics (COPE) Code of Conduct guidelines available at https://publicationethics.org/. It is essential that all parties involved in the process of publication for the journal Shagi / Steps — that is, authors, reviewers, members of the Editorial Team and the Editorial Board as well as the Publisher — adhere to these standards of expected ethical behavior.

Publisher’s responsibilities

Privacy statement

Personal information provided to the journal by authors, including email addresses, will be used exclusively for the scholarly mission of the journal. The Editors pledge that personal information will not be shared with any third parties.

Conflicting interests policy

Conflicts of interest arise when authors, reviewers, or editors have interests that are not fully apparent and that may influence their judgments on what is published. They have been described as those which, when revealed later, would make a reasonable reader feel misled or deceived.

All authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed.

Also, if there is a conflict of interests, upon submission of a manuscript, authors may suggest to exclude any specific editors or peer reviewers from the review of their article.

A reviewer must avoid any conflict of interest with respect to the manuscript under review, its author or authors, and/or the organization funding the research. Where a conflict of interest arises, the reviewer must notify the Editorial Team and recuse himself.

The Editor should recuse himself or herself from handling a manuscript in which he or she has a conflict of interest.

Responsibilities of the Editorial Board

At all stages of the editorial and publishing process members of the Editorial Team responsible for the sections of the journal, arrange for:

  • preliminary consideration of authors’ submissions;
  • selection of reviewers with appropriate research interests;
  • maintaining confidentiality during the review process;
  • deciding on acceptance, rejection, or submission to additional peer review, depending on the reviewers’ reports.

The Editor-in-Chief coordinates all the work of the Editorial Team and makes decisions on key issues; he or she also authorizes the printing of each issue.

The Editor-in-Chief guarantees full compliance with all the ethical standards set forth in this document.

The Editor-in-Chief, the Deputy Editor-in-Chief, and the members of the Editorial Team responsible for the sections of the journal have responsibility for acceptance or rejection of a manuscript. They may reject it for cause without initiating the review process (its subject matter is inappropriate for the journal, it is clearly of poor scholarly quality, it was previously published elsewhere, etc.).

The Editors should ensure that all the materials they publish conform to international standards in scholarly and publishing ethics.

The Editors must be careful not to abuse their official position and must maintain their impartiality and objectivity toward all participants in the editorial and publishing process irrespective of race, gender, sexual orientation, religious belief, ethnic origin, nationality, or political opinion.

The Editor should recuse himself or herself from handling a manuscript in which he or she has a conflict of interest.

The Editorial Team should require that all those involved in the publishing process disclose relevant conflicts of interest. If needed, other appropriate action should be taken, such as publication of a retraction or an expression of concern.

Members of the Editorial Team must not disclose any information about a submitted manuscript to unauthorized persons.

The Editorial Board is the supreme consulting collegial body of the journal Shagi / Steps. Thanks to its academic authority, geographical coverage, and the principle of collegiality, the international Editorial Board guarantees that the published content of the journal meets international standards of scholarly and publishing ethics.

The journal editors do not publish the final version of the article without its agreement with the authors.

Responsibilities of reviewers

All submitted papers are evaluated on the principle of single-blind peer review.

Reviewers should evaluate each manuscript for its intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political views of the author or authors.

Prior to reaching a final decision regarding a submitted manuscript, the Editors may not disclose any information about it to anyone other than the author or authors, the consultants and experts contacted by the Editorial Team, and the publisher.

A reviewer must avoid any conflict of interest with respect to the manuscript under review, its author or authors, and/or the organization funding the research. Where a conflict of interest arises, the reviewer must notify the Editorial Team and recuse himself.

Reviews should be conducted objectively. Personal criticism of the author is inadmissible. Reviewers should present their conclusions clearly and should provide supporting arguments. A Reviewer should also call to the Editors’ attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which he/she has personal knowledge.

It is the reviewer's responsibility to recognize fragments of published work cited without appropriate citation. Any assertion that an observation, conclusion, or argument has been made previously should be accompanied by an appropriate citation. It is also the reviewer's responsibility to draw the editor's attention to the similarity of the submitted paper to any other published work known to the reviewer.

Authors’ responsibilities

By submitting an article to the Editors, its authors confirm the fact of their authorship and their agreement with the contents of the article as well as the list of the authors. The Journal does not require all the authors of a manuscript to sign the letter of submission.

The author of a submission must guarantee that all those who took part in writing the article are listed as coauthors. Each coauthor is responsible for the contents of the article.

In the article, authors must name and acknowledge the funding sources for their research. They must also fully acknowledge colleagues and other researchers who made a substantive contribution to the article submitted for publication.

Authors must guarantee that their quotations from publications by other researchers are appropriate and precise. Any form of plagiarism is unacceptable; should evidence of plagiarism be discovered in an article submitted for publication, the journal will no longer collaborate with the article’s author in any way. Self-plagiarism, i.e., an attempt to republish one’s own previously published work without making significant changes to it is sufficient cause to reject a submission without involving reviewers.

Any changes added by the Author to a text that has been peer-reviewed and accepted for publication can be made only with the consent of the Editorial Team.

An author should not withdraw an accepted manuscript after it has been reviewed andedited. .

All authors are required to disclose in their manuscripts financial or other existing conflicts of interest that could be perceived to have influenced the results or conclusions presented in the paper.

Authorship and Transparency

The journal Steps / Steps adheres to the following authorship criteria (developed and described in the ICMJE guidelines):

  1. Substantial contribution to the conceptualization or planning of a scientific work or to the derivation, analysis, or interpretation of that work;
  2. Writing a draft manuscript or critically revising it to include valuable intellectual content;
  3. final approval of the published version of the manuscript;
  4. Agreement to accept responsibility for all aspects of the work and assurance that all issues related to the accuracy and integrity of any part of the work can be adequately investigated and resolved.

In addition to being responsible for those parts of the work that the authors performed themselves , they should have an idea of which co-authors are responsible for other specific components of the work. In addition, authors should be assured of the integrity of their co-authors' contributions. All persons designated as authors must meet all four criteria for an author, and all persons meeting these four criteria must be identified as authors.

Authors are not charged any fees for publication.

First publication and copyright

The Editorial Team only considers for publication original texts not submitted for consideration elsewhere. By submitting a manuscript to the journal’s editorial office, an author assumes the obligation not to publish it completely or partially in any other sources without a reference to the original publication in the journal “Shagi / Steps”.

The copyright for published materials belongs to the authors.

The author agrees to notify the Editorial Office of the availability of the preprint before submitting the manuscript to the journal.

If an article reproduces someone else’s research material, tables, or images, the author of the article must fully acknowledge the author and/or copyright owner of that material.

Accuracy of information

Authors of manuscripts submitted to the journal are responsible for the accuracy of all the information contained in their work.

If, in the process of editing, an author discovers mistakes or inaccuracies, he or she must notify the Editorial Team as soon as possible and either withdraw the publication (in the case of significant errors requiring a complete revision of the text) or make the necessary corrections. If an author discovers a significant error or inaccuracy in his/her own published work, it is the author’s obligation to promptly notify the Editorial Team. The Editorial Team guarantees publication of an appropriate statement regarding the error.

Authors must avoid personal attacks, disparaging remarks, or accusations against other scholars. Defamation is not allowed in the journal.

Compliants and appeals policy

The editors of the journal “Shagi / Steps” must consider all complaints regarding issues of confidentiality, conflicts of interest, and misuse of confidential information during the review process. Authors may disagree with the editors’ decision to reject an article, with the course of editorial processes, in particular the timing of consideration of the publication by the journal, as well as with the statements of reviewers in conclusions on manuscripts that may be perceived as violating publication and other ethical principles. The complaints should be sent to the journal by email shagisteps-ion@ranepa.ru and shagisteps@yandex.ru. The process of reviewing applications usually takes no more than two weeks, after which the author(s) are sent an official response from the journal, including information about the measures that will be taken and the timing of their implementation.

When considering complaints, the journal is guided by the relevant COPE guidelines.

Misconduct and unethical behavior by the author or the reviewer may be brought to the attention of the Editorial Team at any time, by anyone. Whoever informs the editor or publisher of such conduct, should provide sufficient information and evidence in order for an investigation to be initiated.

After having been informed about unethical behavior, the Editor-in-Chief initiates an investigation, with gathering appropriate evidence. The author or the reviewer should be given the opportunity to respond to any allegations.

By results of the investigation, the Editorial Team can apply the following outcomes.

Informing the author or the reviewer about his/her unethical behavior.

Publication of a formal notice detailing the misconduct.

Publication of an editorial notice about the revealed misconduct on the web-site of the journal.

Retraction of a paper, in accordance with the Declaration of the Russian Association of Science Editors and Publishers (ASEP) “Ethical Principles of Scientific Publications” (In Russian) and Retraction Guidelines of the Committee on Publication Ethics (COPE). The notice about retraction of a paper is published on the journal’s web-site, with informing the indexing databases.

Imposition of a formal embargo on contributions from the author of reviewer for three years.

Retraction policy

1.1 If the editorial board has received information from authors or third parties about errors in a published article, a procedure of additional verification is initiated. Minor errors (typos, etc.) can be corrected by post-publication corrections. Significant errors may require the application of the retraction procedure.

1.2 The printed issue of the Journal publishes a notice of the error, indicating the number/year and pages of the issue with the article in which the error was made, a description of the error and the text with the corrected error. It is also indicated on whose initiative the procedure of post-publication corrections is carried out. In the online version of the journal the message about the error is placed on the website page and/or PDF file with the article. Readers are given the opportunity to work with the corrected version of the article by posting it on the website.

1.3 Information about the corrections made is transmitted to Russian Science Citation Index, Scopus and other databases.

2.1 In a number of cases, the Editor-in-Chief of the journal may decide to withdraw an article (retraction).

An article will be officially withdrawn if, at any stage of review, pre-publication, or post-publication, a violation of publication ethics requirements is discovered by the editors or readers. The withdrawal of an article due to a violation of publication ethics will also result in a ban on the publication of articles in this journal for all members of the author's team involved in the incident in the future.

In case the editorial board of the journal “Steps” has evidence of unreliability of the published information as a result of either deliberate actions of the authors or bona fide errors (unintentional errors in calculations, e.g.);

  • identifies duplicate publication;
  • identifies the concealment of a conflict of interest that may have influenced the interpretation of data or recommendations for the use of study results, the COPE retraction procedure is used.

The purpose of the retraction is to correct the published information and inform readers about the publication containing inaccurate data.

Retraction does not mean removal of the article from the journal's website and bibliographic databases. The article continues to remain in all of these resources with a clear notice of withdrawal and retention of the DOI or other permanent link identifying its location. This is necessary because the article may have already been cited and used. A special announcement is made about the fact of retraction of the article on the journal's website.

Procedure for resolving situations related to violation of publication ethics

Violation of publication ethics by an author or reviewer can be reported to the editorial office by anyone at any time. A report of unethical behavior must contain sufficient information and evidence.

As a result of the report, an investigation is initiated by the Editor-in-Chief to gather the necessary data. The author or reviewer is given an opportunity to respond to any suspicions or accusations.

Based on the results of the investigation, the editorial board may take the following actions:

  1. informing the author or reviewer that he or she has violated publication ethics.
  2. A warning letter to the author or reviewer informing them of the violations found.
  3. Posting information about the identified violations on the journal's website.
  4. withdrawal of the article from the journal in accordance with the Association of Science Editors and Publishers (ASEP) declaration “Ethical Principles for Scientific Publications” and “Retraction Guidelines” of the Committee on Publication Ethics (COPE). The information about article retraction is posted on the journal's website and sent to the databases indexing the journal.
  5. A ban on cooperation with the author or reviewer for three years.

Publisher's responsibilities

The Publisher does not influence the editorial policy of the Journal.

The publisher should support the journal's editorial board in dealing with ethical claims about published material and help to interact with other journals and/or publishers if this contributes to the fulfillment of the editorial board's responsibilities.

The publisher should promote good research practices and implement industry standards to improve ethical guidelines, withdrawal procedures, and error correction.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

“Shagi / Steps" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

The journal accepts preprints and encourages authors to share the data supporting the results in the paper by archiving it in an appropriate public repository.

Prior to acceptance and publication in “Shagi / Steps", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Shagi / Steps" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

Make-up of journal issues

Shagi / Steps publishes both monothematic issues and issues containing several clusters which usually
correspond to one of the journal’s academic priorities.. The themes of future issues may be determined
either by the subject matter of submitted papers or established beforehand. In the latter case, an issue is
organized by the person responsible for it; alternatively, we announce an open call for papers devoted to
a particular topic (see the title page of the journal’s website).
Different individuals may assume responsibility for organizing certain issues:
1) A member of the Editorial Team / Editorial Board; 2) A member of the Editorial Team / Editorial Board
in collaboration with a Guest Editor(s) from scholarly centers in Russia and abroad; 3) An invited Guest
Editor(s).
We welcome proposals for organizing individual clusters or whole issues by Guest Editors. A cluster
usually consists of 3 to 6 articles united by a common theme. Articles included in a whole issue curated
by Guest Editors can be either divided into several clusters or arranged as a single unit. In addition to
analytic papers, reviews of recent books on topics close to the theme of the issue would be included;
other kinds of thematically relevant publications are also possible (translations of sources, archive and
field materials, scholarly chronicle). In addition to organizing clusters / issues, both members of the
Editorial Team / Editorial Board responsible for the issues and/or Guest Editors contribute to writing a
foreword to an issue, and, if necessary, are involved in the work on an issue.

 

Consideration of complaints and appeals and post-publication discussions

Ethical complaints review

An editor who has received convincing evidence that a published article has violated ethical standards, made erroneous statements or conclusions must respond as soon as possible - by notifying about changes, retracting the publication and other actions appropriate to the situation. Each ethical complaint is subject to consideration, even if received several years after publication.
Upon receipt of a request concerning ethical issues, the editor reviews it, contacts the author, and, if necessary, conducts further communication with the relevant institutions and research organizations. If the complaint is confirmed to be valid, a correction, retraction or other appropriate statement is published.
If authors disagree with decisions regarding the expression of doubts on certain articles or have complaints about violations of editorial processes, they should contact the editorial team via email shagisteps-ion@ranepa.ru with cc shagisteps@yandex.ru. The editors will inform applicants of the decision, as well as of the measures that will be taken and the timeframes for their implementation.
When considering complaints, the editors rely on the COPE guidelines in each of the following cases:

Handling of postpublication Critique
Post-publication discussions and corrections
Peer review manipulation suspected after publication 
Inappropriate image manipulation in a published article 
Fabricated data in a published article

Post-publication discussions, corrections and retraction policies

If necessary, the following changes may be made to an article that has passed all stages of review and pre-print preparation and has been accepted for publication:

  1. Addendum
  2. Publisher's correction (erratum)
  3. Author's correction (corrigendum).The decision to publish corrections is made by the journal editors on the recommendation of reviewers, members of the editorial board, or at the written request of the authors of the article. Before publication, the editors have a consultation the authors of the article for which corrections are being published.

1. Addendum. Addition of new material to the article, supplementing its original content (addendum), requires mandatory peer review. The additional material is additionally sent to the editors as a new manuscript with a link to the original article.A replacement of part of the original text in a published article may be represented by the publication of a publisher's correction (erratum) or an author's correction (corrigendum).

2. A publisher's correction (erratum) is published in the event of an error (typo, missed change) made by the journal in the process of preparing the article for publication, which is significant and affects the reader's understanding of the article. Corrections are not published for simple, obvious typos.

3. Author's correction (corrigendum). If the authors consider it necessary to make corrections after the publication of the article (corrigendum), they must send a written (by email) request with justification to the editors of the journal. The final decision on the publication of a correction (corrigendum) is made by the editors of the journal and members of the Editorial Board after assessing the impact of the change on the scientific accuracy and significance of the published article. In some cases, the identification of serious errors and inconsistencies in a published article may require retraction of the article.
